WASHINGTON, D.C. & RICHMOND, VA – Vogel Group today announced that Clark Barrineau, one of Virginia’s leading healthcare and state government affairs advocates, has joined the firm as a Principal in its Virginia office, effective August 7, 2026.

Barrineau’s addition expands Vogel Group’s healthcare capabilities and strengthens its Virginia government affairs practice. He brings extensive experience representing physicians and other healthcare stakeholders before the Virginia General Assembly, Governor’s Office, and state agencies.

Most recently, Barrineau served as Vice President of Government Affairs & Public Policy for the Medical Society of Virginia (MSV), where he led legislative and regulatory advocacy on behalf of more than 10,000 physicians, residents, medical students, physician assistants, and PA students across the Commonwealth. During his tenure, he successfully advanced major physician workforce and healthcare reform initiatives and secured significant legislative and regulatory victories supporting the healthcare system across the Commonwealth.

Throughout his career, Barrineau has worked with physicians, hospitals, employers, insurers, patient advocates, policymakers, and regulators to address complex healthcare issues. His experience includes extensive engagement with the Virginia Department of Health, Department of Medical Assistance Services, Virginia Health Workforce Development Authority, and other state agencies.

At Vogel Group, Barrineau will advise healthcare organizations, life sciences companies, insurers, employers, trade associations, and other clients on legislative strategy, regulatory matters, coalition development, appropriations, and public policy in Virginia.

“Healthcare policy has become one of the most dynamic and consequential areas of state government,” said Alex Vogel, Chief Executive Officer of Vogel Group. “Clark is one of Virginia’s most respected healthcare advocates and has earned a reputation as one of Virginia’s most effective healthcare advocates. His addition significantly enhances our ability to help healthcare clients navigate an increasingly challenging regulatory and political landscape, while further strengthening our Virginia practice.”

Prior to joining the Medical Society of Virginia, Barrineau worked at Capital Results, where he managed multi-state legislative campaigns on behalf of national clients. Earlier in his career, he held government affairs and public affairs positions in Washington, D.C., including serving as Manager of State Public Affairs for the American Society of Civil Engineers.

“Clark has spent years earning the trust of policymakers and stakeholders across Virginia’s healthcare community,” said Josh Humphries, Principal at Vogel Group. “Clark’s is someone who understands difficult policy issues, works collaboratively across the political spectrum, and knows how to get things done. His experience and relationships will immediately strengthen our team and the counsel we provide our clients. I am excited to have him join our growing Virginia team.”

“Vogel Group has built an extraordinary reputation by combining policy expertise with an incredible ability to deliver results for clients,” said Barrineau. “The firm’s integrated federal and state platform, entrepreneurial culture, and commitment to excellence made this an easy decision. I’m excited to join such a talented team and help clients navigate complex healthcare and public policy challenges across Virginia.”

Barrineau earned a Bachelor of Arts in Political Science and Economics from Washington and Lee University and a Master of Public Administration with a specialization in Public Policy Analysis from the University of Georgia. He also completed the Executive Leadership Essentials Certificate program at Pepperdine University’s Graziadio Business School.

Nieves brings experience spanning the highest levels of the Department of Justice, the White House, and Congress, with a background focused on executive branch operations, congressional oversight and investigations, government enforcement and regulatory matters, government ethics, and high-stakes public policy and strategic affairs.

At Vogel Group, Nieves will advise clients navigating congressional oversight, investigations, executive branch engagement, enforcement and regulatory matters, crisis management, confirmation and appointment processes, government ethics issues, and complex public policy challenges.

In his most recent role as Chief of Staff in the Office of the Deputy Attorney General, Nieves helped oversee and coordinate Department-wide policy implementation, strategic initiatives to advance the President’s agenda, congressional engagement, and coordination among Department leadership, operating at the center of some of the Administration’s highest-profile legal and policy priorities.

Prior to his service at the Department of Justice, Nieves served as Deputy Chief Counsel for Oversight on the House Judiciary Committee, where he advised Members of Congress and senior leadership on investigations, oversight strategy, congressional inquiries, witness preparation, document production, and matters involving executive agencies and private-sector stakeholders. His experience includes helping organizations and institutions respond effectively to complex interactions involving Congress, regulators, and executive branch officials.

During the Trump-Vance Presidential Transition, Nieves helped lead Senate confirmation strategy and preparation for multiple senior Trump Administration nominees. Nieves also served in leadership positions within the White House Presidential Personnel Office during President Trump’s first term. His experience working across the White House, executive agencies, and transition operations provides him with a unique understanding of presidential personnel, executive branch decision-making, and executive leadership.

“Brian brings a uniquely powerful combination of executive branch leadership experience and deep expertise in congressional oversight and investigations,” said Alex Vogel, Founder and Chief Executive Officer of Vogel Group. “Organizations today face increasing scrutiny not only from agencies and regulators, but also from Congress. Brian understands how oversight is conducted, how investigations develop, how institutions operate under pressure, and how organizations can engage effectively and responsibly across government. His experience inside the Department of Justice, the White House, and Congress will create tremendous value for our clients.”

Vogel Group expects Nieves to play a leading role in expanding the firm’s capabilities supporting clients facing oversight inquiries, investigations, executive branch challenges, enforcement matters, government ethics issues, and other high-impact government affairs matters.

“Today’s policy and regulatory challenges are rarely confined to a single agency or branch of government,” said Nieves. “To be successful, organizations benefit from advisors who understand the broader landscape and can help them navigate competing interests, complex processes, and priorities of regulators. I’m excited to join Vogel Group to help clients achieve their goals through strategic counsel and practical execution.”

WASHINGTON, D.C. – Vogel Group, a premier bipartisan government affairs and consulting firm, announced today the continued expansion of its state-level practice and national footprint with the addition of Brandon Smith, David Johnson and Mark Pinkert, three seasoned experts with deep experience in Attorneys General offices and national policy networks. Their arrival significantly enhances the firm’s national capabilities to help clients navigate complex legislative, regulatory and political environments at the state level.

Brandon Smith, former Chief of Staff to Tennessee Attorney General Jonathan Skrmetti, has also joined the Vogel Group as Principal, expanding the firm’s Tennessee office. Smith brings over a decade of high-level government and regulatory experience, including roles as Assistant Solicitor General, Director of Policy and Federalism in Tennessee, and as Senior Counsel and Advisor to Governors Sam Brownback (KS) and Matt Bevin (KY).

“Brandon has shaped national policy, coordinated multistate efforts, and taken on powerful corporate interests—all while earning the respect of peers and policymakers across the political spectrum,” said Attorney General Skrmetti. “His combination of legal acumen and strategic savvy is exceptional.”

David Johnson, who previously served as Policy Director and General Counsel for the Republican Attorneys General Association (RAGA), will join Vogel Group as Principal and will help lead the firm’s national Attorney General practice. Prior to his tenure at RAGA, Johnson held several senior legal and policy positions in Indiana, including Senior Counsel in the Indiana Attorney General’s Office, Deputy General Counsel and Policy Director for Governor Mike Pence, Regulatory Counsel to the Indiana Office of Management and Budget, and as Counsel to both the Indiana Gaming Commission and the Indiana State Senate Majority Caucus.

“David Johnson’s deep policy expertise, strategic relationships, and years of frontline experience across state governments make him one of the most respected and effective operatives in the Attorneys General space,” said Alex Vogel, CEO of Vogel Group. “He brings immediate value to our clients and partners, and his presence anchors our growing Midwest footprint.”

Mark Pinkert, a nationally recognized attorney based out of Miami, Florida, has also joined the Vogel Group as a Principal. Pinkert previously practiced at a global law firm and clerked for federal judges at both the trial and appellate levels. With his deep knowledge of the judicial system, Pinkert has litigated cases in state and federal courts around the country and has filed numerous briefs in the U.S. Supreme Court.
