Clark Barrineau is a seasoned lobbyist, strategist, and advocacy campaign specialist. Prior to the Vogel Group, Clark served as the Vice President for Government Affairs & Public Policy for the Medical Society of Virginia (MSV). MSV serves as the voice for more than 10,000 physicians, residents, medical students, PAs and PA students, representing all medical specialties in all regions of the Commonwealth.In his role with MSV, Clark passed significant workforce and health reform legislation, while defeating dozens of bills each year that would harm Virginia’s healthcare system. This position involved significant coalition building, stakeholder engagement, and communications coordination—with work across the Department of Health, DMAS, VHWDA, and other agencies.
Prior to joining MSV, Clark worked at Capital Results, a Richmond-based public affairs firm, where he managed a multi-state legislative effort on behalf of a national transportation client. Before moving the Richmond, Clark lived and worked in Washington, D.C. His work there included stints with a D.C.-based public affairs firm, several years at the American Society of Civil Engineers, and work as a political consultant.
Clark holds a BA in Political Science and Economics from Washington and Lee University, and a Master of Public Administration with a Specialization in Public Policy Analysis from the University of Georgia. In 2025, Clark also received the Executive Leadership Essentials Certificate from Pepperdine University’s Graziadio Business School.
