Josh Humphries joins the Vogel Group as Principal

WASHINGTON, D.C. – Vogel Group, a top bipartisan government affairs and consulting firm, announced today that Josh Humphries, Governor Glenn Youngkin’s former Director of Legislative Affairs and Senior Advisor for Public Safety, has joined the firm’s Virginia office as a Principal. Humphries will be based in Richmond, where he will lead Vogel Group’s Richmond office alongside former Virginia Senator Jill Holtzman Vogel, further expanding the firm’s presence in Virginia.

Josh most recently helped lead the Governor’s Policy and Legislative Affairs team, where he developed and executed the administration’s policy, legislative, and budget strategy. In this role, he coordinated across the Governor’s Cabinet and state agencies, worked with members of both parties in the General Assembly, and engaged with numerous federal and external partners. He also served concurrently as Senior Advisor for Public Safety, focusing on issues in public safety, criminal justice, and homeland security while also shaping complex policy matters in education, gaming, health and human resources, transportation, and veterans’ affairs.

Previously, Humphries served as Deputy Secretary of Public Safety and Homeland Security under former Secretary and now DEA Administrator Terry Cole, where he supervised two agencies, spearheaded cross-agency coordination, and led policy and legislative matters for the secretariat. Before joining the Youngkin administration, he served as Director of Legislative Affairs for Attorney General Jason Miyares, managing the Attorney General’s legislative and budgetary agenda during the 2022 and 2023 sessions. He also coordinated with the Republican Attorneys General Association, and the Attorney General Alliance on various policy initiatives impacting the Commonwealth.
