Stephen brings nearly two decades of leadership in government affairs and legislative engagement to the firm. Stephen served for more than a decade on Capitol Hill, working for Congressman Timothy V. Johnson, then Chairman of the House Agriculture Committee’s Subcommittee on Rural Development, Research, Biotechnology, and Foreign Agriculture.

During his time on Capitol Hill, Stephen served as Acting Chief of Staff on three separate occasions, Deputy Chief of Staff, Legislative Director, and as a Legislative Assistant handling a portfolio of policy issues including appropriations, health care, taxes, education, science, foreign affairs, and the budget. He is adept at crafting legislative proposals and working with staff on both sides of the aisle to build consensus and messaging strategy. Prior to working on Capitol Hill, Stephen worked as a member of the Republican House Research Staff in the State Capitol of Illinois and at The Keelen Group, a government affairs firm, which merged into Vogel Group in 2021.

Born in Evanston, Illinois, Stephen graduated from the University of Illinois at Urbana-Champaign with a B.A. in Economics and a B.A. in Sociology. He currently resides in Falls Church, Virginia, with his wife Lori and two children.
