Ali Khimji is a Principal at Vogel Group, where he advises Fortune 100 companies, investors, trade associations, and growth-stage businesses on complex legislative, regulatory, and political matters. For more than a decade, he has represented clients before Congress, the White House, and federal agencies across Democratic and Republican administrations.
Ali helps clients understand how government decisions will affect their costs, market access, capital investments, operations, and competitive position. He turns that analysis into focused strategies for action. He translates complicated business and technical issues into persuasive arguments, identifies the policymakers best positioned to influence an outcome, prepares senior executives, and personally drives matters through the legislative and regulatory process.
His practice spans artificial intelligence and semiconductors, trade and industrial policy, domestic manufacturing and supply chains, critical minerals, energy, financial services, defense, and federal contracting. His work includes advancing legislation and appropriations provisions, shaping agency rules and program implementation, and advising on tariffs, export controls, UFLPA enforcement, investment screening, domestic-content requirements, and other market-access restrictions. He has represented clients in connection with major federal legislation including the CARES Act, CHIPS and Science Act, Inflation Reduction Act, annual National Defense Authorization Acts, and federal appropriations bills.
Ali also leads Vogel Group’s due diligence and policy research practice, advising private equity firms, hedge funds, and corporate development teams on political, regulatory, antitrust, and enforcement risks affecting investments and transactions. He helps clients pressure-test investment theses, assess government-related risk, and anticipate how federal action could affect transaction timing, operating assumptions, and market access.
Ali began his career at Vogel Group as an intern more than a decade ago. He earned a B.S. from Penn State University and a master’s degree from New York University.
