WASHINGTON, D.C. & RICHMOND, VA – Vogel Group today announced that Clark Barrineau, one of Virginia’s leading healthcare and state government affairs advocates, has joined the firm as a Principal in its Virginia office, effective August 7, 2026.

Barrineau’s addition expands Vogel Group’s healthcare capabilities and strengthens its Virginia government affairs practice. He brings extensive experience representing physicians and other healthcare stakeholders before the Virginia General Assembly, Governor’s Office, and state agencies.

Most recently, Barrineau served as Vice President of Government Affairs & Public Policy for the Medical Society of Virginia (MSV), where he led legislative and regulatory advocacy on behalf of more than 10,000 physicians, residents, medical students, physician assistants, and PA students across the Commonwealth. During his tenure, he successfully advanced major physician workforce and healthcare reform initiatives and secured significant legislative and regulatory victories supporting the healthcare system across the Commonwealth.

Throughout his career, Barrineau has worked with physicians, hospitals, employers, insurers, patient advocates, policymakers, and regulators to address complex healthcare issues. His experience includes extensive engagement with the Virginia Department of Health, Department of Medical Assistance Services, Virginia Health Workforce Development Authority, and other state agencies.

At Vogel Group, Barrineau will advise healthcare organizations, life sciences companies, insurers, employers, trade associations, and other clients on legislative strategy, regulatory matters, coalition development, appropriations, and public policy in Virginia.

“Healthcare policy has become one of the most dynamic and consequential areas of state government,” said Alex Vogel, Chief Executive Officer of Vogel Group. “Clark is one of Virginia’s most respected healthcare advocates and has earned a reputation as one of Virginia’s most effective healthcare advocates. His addition significantly enhances our ability to help healthcare clients navigate an increasingly challenging regulatory and political landscape, while further strengthening our Virginia practice.”

Prior to joining the Medical Society of Virginia, Barrineau worked at Capital Results, where he managed multi-state legislative campaigns on behalf of national clients. Earlier in his career, he held government affairs and public affairs positions in Washington, D.C., including serving as Manager of State Public Affairs for the American Society of Civil Engineers.

“Clark has spent years earning the trust of policymakers and stakeholders across Virginia’s healthcare community,” said Josh Humphries, Principal at Vogel Group. “Clark’s is someone who understands difficult policy issues, works collaboratively across the political spectrum, and knows how to get things done. His experience and relationships will immediately strengthen our team and the counsel we provide our clients. I am excited to have him join our growing Virginia team.”

“Vogel Group has built an extraordinary reputation by combining policy expertise with an incredible ability to deliver results for clients,” said Barrineau. “The firm’s integrated federal and state platform, entrepreneurial culture, and commitment to excellence made this an easy decision. I’m excited to join such a talented team and help clients navigate complex healthcare and public policy challenges across Virginia.”

Barrineau earned a Bachelor of Arts in Political Science and Economics from Washington and Lee University and a Master of Public Administration with a specialization in Public Policy Analysis from the University of Georgia. He also completed the Executive Leadership Essentials Certificate program at Pepperdine University’s Graziadio Business School.

Vogel Group is a top-rated bipartisan lobbying and advisory firm serving companies, associations, asset managers and other stakeholders around the world. From our offices in Washington, D.C., Arizona, Florida, Indiana, Tennessee, and Virginia our firm provides strategic counsel and government affairs support in understanding, managing, communicating and capitalizing on government and political risk.
