James Fitzella is a Director at The Vogel Group.
Prior to joining Vogel Group, James spent seven years working for the House Rules Committee, the influential panel that serves as the “traffic cop” for all significant legislation moving through the House of Representatives. Most recently he served as a Senior Professional Staff Member for Ranking Member Tom Cole (R-OK), and advised Members of the Committee, and the Conference, on House Rules. He worked with a broad portfolio of Committees including Agriculture, Appropriations, Energy and Commerce, Financial Services, Homeland Security, Natural Resources, Small Business, Transportation and Infrastructure, Ways and Means, and Veterans’ Affairs.
Having served on the Rules Committee in every role from Staff Assistant to Senior Professional Staff, James has a unique perspective into how bills and amendments move through Committees to the House Floor. James maintains a deep understanding of how bills are developed and procedurally moved through the House, in addition to his vast relationships on the Hill.
Prior to joining the Rules Committee under former Chairman Pete Sessions (R-TX), James served as an Associate at the Downey McGrath Group, a bipartisan government affairs consulting firm. Working with former Congressmen Tom Downey (D-NY) and Ray McGrath (R-NY), he provided strategic advice and expertise to business, labor, non-profits, and other organizations on matters of public policy. As an Associate, James advocated before Congress and advanced client objectives on issues related to Healthcare, Food Safety, Foreign Affairs, Telecommunications, Financial Services, and Social Security.
A native of Vienna, Virginia, James is a graduate of the University of Mary Washington, where he received his bachelor’s degree in business administration, and was a member of the Men’s Division III lacrosse team.
